hank you for being a part of the board. People don’t understand that volunteering is not a paid position. We are not at the beck and call of the community, and the homeowners in the community do not understand. More help is needed. Tr

easurer report, we have $7609.45. Made two deposits $5000 and $2000. $1500 also paid, but that was due them. Check for $250 for Dan(landscaping). CHeck for $800 We typically start off the year in debt. We do not make enough to pay our bills. People don’t always pay the dues. Last year started in March owed Dan for landscaping from the year before of $690 as if Feb 14 2022. This year, settled on the last day of the year several lawsuits totalling $800.

Old Business: Lawsuits: last year we had a total $8400 in december. People that haven’t paid, parking violations, $7464 court cases Parking- Jason is going to help James with getting this in motion.Need to follow the proper procedure.

James spends about 15 hours a week on HOA. Most people don’t know there is a tree falling in the back of their house. Works on website, as the treasurer, complaints.

Complaints: had more in the past two months than the past 2 ½ years. Complaints about the dues, raising the dues, the amount of money it was raised. $2125 extra if lucky. Landscaping costs $2000+ per year. Person collecting fees went up $500, Insurance went up $200. Variable costs have all gone up. Even after the raise in dues, we are still in the negative. Cost of living increases, our raise does not cover the new costs.

Got tired of our insurance being canceled on us because we don’t have the money to pay them. Owed money at the start of the year.

It is easy to complain, but people are not actually filing the complaints with the correct agency. Animal control, police need to be notified where applicable.

Homeowners are recommended to have “dog bite liability” in their policy.

David Rueben called Baltimore county about a light being out in the community. They fixed it.

Committees: If people ask you why it costs so much, why we raise our dues, we don’t have committees. Committees would be sending out notices, following up, ⅓ more cost by Dan because.

If our committees are fully functional, it will increase our costs in the future.

General Meeting- Have in the spring, hold outside. 6:30 pm May 7th Open General Meeting. Have agenda online a month before, May 14th rain date.

New Business:

Need to send something to Dan by letter that under no circumstance can you do any exterior construction work needs to be approved by the board. Jason motion to approve, Ernesto 2nd, all approve.

Budget- motion to approve, Enrique 2nd. All approve

Open meeting scheduled for May 7th at 6:30p, rain date may 14th.

Nominate Ernesto Castillo. Jason 2nd motion. All approve. President, VP, Treasurer will be up for election at next General meeting.

Need to get addresses, email information.

James met with Eric Hess, American Property Management. :Last year two bills were passed, MD state bill. Bill 107- Requires all associations to obtain a reserve study. Must budget for reserves in reserve study and reserves. Can assess an additional fee to obtain the amount needed for reserve study, regardless of previous bi-law requirements. Bill 615- 2nd bill- how you enforce fines. Still having issues with people making u-turns at the school, and into our road.

Need accurate list of all renters in the community Ernesto volunteered to create the list.

Baltimore County Adopts Major Solid Waste Regulation Changes
Beginning April 2022, County to eliminate plastic bags for separate yard waste collection among other regulation changes

TOWSON, MD — The Baltimore County Department of Public Works and Transportation today announced several changes to the Bureau of Solid Waste Management’s regulations, including:

Beginning April 1, 2022, the County will require all separate yard material collection to be placed in paper bags and will no longer accept plastic bags for yard waste. This new rule will allow the County to turn more of the yard waste collected into compost, and will allow for a higher quality of compost material, which is available for free to County residents to use in their landscaping or gardens. This update fulfils a recommendation of the County’s Solid Waste Work Group. To assist with this transition, the County will provide residents with paper yard material bags at no cost. Paper bags will be available for pick-up at all County trash and recycling drop-off centers, all Baltimore County Public Library branches and all County senior centers. Paper bags will be limited to five per person and will be available on a first-come, first-served basis.

The County will accept larger weight and capacity limits for trash and recycling containers (up to 45 pounds and 45 gallon cans) as well as the ability to use containers compatible with mechanical cart tippers.

The County will introduce a new “sliding” schedule for collection holidays. Starting January 1, 2022, scheduled collection days which falls on or after a holiday will generally “slide” to one day later that week. This “slide” will apply to all types of collections (trash, recycling and yard material), meaning that residents will no longer have to hold recyclables for an extra week after a holiday.

The County will introduce a bulk collection program starting in early 2022. More details will be released in the coming months.

The County will update language to better reflect current programing at the County’s three drop-off centers, including accepted recyclables and the location of the household hazardous waste collection area at the Central Acceptance Facility.

Further details about these changes will be available in December, when the County mails new 2022 program guides to residents.

Specific collection calendars will also be included in this mailing, which will clearly outline the new holiday “slide” collection days.

Meeting called to order at 5:05 pm. James motion to begin. All approve. James motion to approve minutes from last meeting. All approve.

Old Business: Still due over $8000 dollars in dues. Spoke with lawyers. Pl consulting was supposed to send outstanding info of dues to lawyer, not received, went to secretary. Did not send last notice to homeowners who have not paid. Will send it out next week. Hopefully will have $2000-$3000 more by end of year. Complaints about leaves, about advertising lawn signs, shrubbery.

New business: 60% of the leaves are not being picked up. Putting poles up behind mailboxes to post material for neighborhood information. Website is active. Need to put up a sign about the website to make homeowners aware that it is up. Will need to clean up leaves, last week of November or first week of December. Let James know when to get it done. Parking lines, should do it court by court. If under $800, will start working on it ASAP. Board Meetings for next year: Feb 20th, May 15th, Aug 14th, Nov 6th General Meeting: Sept 11 Virtual meetings. Try to do one for Feb.
